September 2025 → April 2026

Planning Phase (2025–2026)

  • The Minnesota Legislature approved funding in 2025.
  • DCYF is working under a federally approved Planning Advance Planning Document (PAPD).
  • A vendor will be chosen through a Request for Offers (RFO) process to help plan and design the system. 
  • DCYF will work closely with counties, Tribes, and state programs to understand what they need.
May 2026 → May 2027

Implementation Phase (begins 2026)

  • After planning and design, DCYF will begin building and rolling out the new system in phases. 
  • The phases will ensure counties and Tribes get the training and support they need. 
  • The system will be reviewed and approved by the federal government to make sure it meets CCWIS certification standards.
