MNbenefits to MAXIS (M2M) Highlights from the Second Full Pilot Meeting

On September 29, M2M pilot team and partners from county and Tribal Nation agencies came together for our second full pilot convening. This two hour virtual session built on the individual pilot site co-design meetings held throughout August and early September. It offered partners a first comprehensive look at the emerging M2M Worker Interface prototype, grounded in the early insights collected from pilot sites.

During the meeting, the pilot team re-centered on the M2M pilot goals: improving the experience for workers and reducing time to benefits for residents.

Co-Design: What We’ve Learned So Far

The pilot team shared a synthesis of co-design activities completed since the kickoff, including:

  • Eight co-design sessions completed with seven pilot sites - In process of scheduling time with one remaining pilot site
  • 39 staff from partner agencies engaged across various roles including office support, eligibility workers, supervisors, managers and IT staff

From these sessions, the following needs rose to the top:

  • Data integrity and accuracy
  • Household composition visibility
  • Program and application snapshot
  • Case routing and assignment
  • Expedited processing visibility
  • Audit trail and traceability

Translating Input into MVP Design and Prototypes

County and Tribal Nation partners saw how their contributions were translated into proposed features, known as a Minimum Viable Product (MVP) for the M2M Worker Interface. An (MVP) includes the features that deliver meaningful value while allowing time to develop and refine through pilot feedback. Proposed MVP features include:

  • Simple Access Management
  • Application Dashboard
  • Person & Case Search
  • Application Entry in MAXIS up to PND2
  • Routing & Assignment
  • Reporting & Activity History

Partners reflected on what’s working, what’s missing and what’s surprising, helping the product team confirm alignment and identify areas needing deeper exploration and engagement.

Through a design studio breakout exercise, partners received a first look at a design prototype of the worker interface. In review of these early prototypes or “wireframes”, partners:

  • Evaluated the Simple Access Management flow
  • Provided detailed feedback on the Application Dashboard
  • Began exploring Person and Case Search and Application Entry into MAXIS
  • Ranked features and priority considerations
  • Offered insights on usability, workflow alignment (from a range of operating models), and areas needing clarification

Throughout the session, the pilot team collected insights to help refine the next round of design work.

Looking Ahead

Throughout our meeting, we saw the value of bringing all pilot agencies together. Pilot sites with very different operating models and sizes were able to see how other agencies approach the work and how shared problem-solving helps us find solutions that can work for everyone. It was a powerful moment that underscored the value of doing this work collectively.

As we closed, partners shared a one-word reflection about the pilot and meeting to continue building our shared learning. Next steps include synthesizing feedback from the session and continuing to refine the wireframe prototypes.

We deeply appreciate the time, insight and partnership from county and Tribal Nation pilot partners.
