Who does this change impact?
DCYF will manage CCAP registration for all providers starting April 28, 2025.
What changes will I see?
On April 28, 2025, all active provider registrations with CCAP agencies will convert to a single, DCYF provider registration. You will be eligible to receive payments for caring for children authorized by any CCAP agency without having to register with different CCAP agencies.
Information about your provider registration will now show DCYF as the agency of record. You will still get child care Service Authorizations, Billing Forms and payments from individual CCAP agencies. In the Provider Hub, you can choose to receive all CCAP notices digitally in the Provider Hub instead of through the mail.
DCYF will notify you 60 days prior to your renewal date when it is time to renew your registration and provide more information about how to renew.
Do families using CCAP need to do anything differently as a result of these changes?
No, families don’t need to do anything differently. CCAP agencies will continue to manage family CCAP cases. Families on CCAP should continue to contact their case worker with questions or for assistance with their CCAP case.

Why is the CCAP Provider Management Tool in the Provider Hub being rolled out in phases?
We are changing our timeline to rigorously test the CCAP Provider Management tool in the Provider Hub and develop all the resources providers need before requiring you to use it. A phased approach gives us time to ensure that the tool provides the streamlined and simplified experience providers deserve.
Why can’t family child care providers use the Provider Hub beginning 4/28/2025?
Minnesota licensed family child care providers will begin using the Provider Hub starting later in 2025 to manage their license information. We are taking additional time to ensure alignment with CCAP information and licensing management.
Family child care providers are eligible and encouraged to use the Provider Hub to manage their CCAP registration information beginning August 2025. Family child care providers will not be required to use the Provider Hub to manage their CCAP registration information until the licensing tool is rolled out to family child care providers to manage their licensing requirements.
Updating your CCAP registration in the Provider Hub has many benefits:

Renewal delays during the transition to DCYF.
Interruptions or delays to your CCAP payments.
Notices to families that you are no longer eligible to receive CCAP payments and Service Authorization termination.
Will I need to re-register with DCYF *on* 4/28/2025 to keep getting CCAP payments?
No! If you are currently registered with any CCAP agency, your registration will be converted automatically to a DCYF registration. You will not need to renew your registration until the Next Renewal Due: date of your previous CCAP agency registration.
If you were registered with more than one CCAP agency, your Next Renewal Due: date will be set to the latest next renewal date of all your previous active CCAP agency registrations.
DCYF CCAP will notify you when it is time for you to renew your registration.
What if I don't renew my registration with my local CCAP agency before April 28, 2025?
Not renewing your registration as soon as possible could result in issues, such as:
I got a renewal packet from a local agency. Should I renew now or wait until DCYF takes over on April 28, 2025?
If you receive a renewal packet from a local CCAP agency before April 28, 2025, DCYF encourages you to renew your registration as soon as possible to ensure your CCAP payments continue. If you renew your registration with any CCAP agency before April 28, 2025, you will not renew your registration again for two years.
Preparing to use the Provider Hub to manage CCAP registration and renewal
Minnesota licensed and certified centers can register using the CCAP Provider Management tool in Provider Hub.
Minnesota licensed family child providers must use the CCAP Provider Form Submission Site to register for CCAP until their accounts are set up in the Provider Hub. DCYF will email account information to Minnesota licensed family child care providers in July 2025.
Other provider types can set up an account here and register using the CCAP Provider Management tool in Provider Hub. Other provider types may also use the CCAP Provider Form Submission Site to register for CCAP until August 2025.
How should I prepare to use the Provider Hub to manage my Child Care Assistance Program information?
All providers should know their CCAP Provider ID. Entering the correct CCAP Provider ID will prepopulate some fields of the registration/renewal in the Provider Hub. Your CCAP Provider ID can be found on all your CCAP notices and in MEC2 PRO.
Legal nonlicensed providers and providers licensed by a state other than Minnesota, or by a Tribe, should ensure CCAP has the email address of the owner of the program. CCAP sent a letter to all these providers in November 2024 with the email address CCAP has on file. These providers will need access to that email address; DCYF will send Provider Hub log in instructions to that email. If you need to change your email address, use the CCAP Provider Registration Change Form DHS-7196 (PDF) and update the contact section.
What do I need to do to be prepared for CCAP centralized registration beginning April 28, 2025?
Whether you need to take action now depends on if your program is currently registered with CCAP.
If you are currently registered with any CCAP agency in the state of Minnesota (even if you do not presently serve children enrolled on CCAP) no action is required now. Your CCAP registration will automatically convert to a statewide registration on April 28, 2025.
If you have a renewal due after April 28, 2025, you may submit that in the Provider Hub by clicking the “register or renew for CCAP” button, completing the information, and submitting to DCYF. If you are a licensed family child care provider or not required to use the Provider Hub, you may use the CCAP Provider Form Submission Site to submit your renewal information to DCYF.
If you want to receive CCAP notices in the Provider Hub or report a change to DCYF using the Provider Hub, you will also click the “register for CCAP” button, complete the information, and submit to DCYF.
If you are not registered with a CCAP agency in the state of Minnesota and you would like to register:

If you do not have an account in the Provider Hub, you will receive more information about accessing CCAP registration in the Provider Hub by April 28, 2025. Do not set up an account unless DCYF tells you to do so.

What will the CCAP Provider Managment Tool in the Provider Hub look like?
The Provider Hub CCAP section has four tabs:
The first time Minnesota licensed or certified programs use the Provider Hub, all eligible licensed or certified programs will be in the “eligible licenses” tab, even licensed or certified programs that are already registered with CCAP.
If you are different type of provider, there will not be any programs listed in the “eligible licenses” tab, but you can select “Register or renew as a Legal Nonlicensed provider (family, friend, or neighbor)” or “Register or renew as a Not licensed by the State of Minnesota (Licensed by another state or Tribe)” to register your program.
You do not have to register a program again in the Provider Hub to stay registered with CCAP. You only need to click the “register or renew for CCAP” button for an eligible program once you are ready to submit information to DCYF in order to receive your notices in the Provider Hub, report a change in CCAP information to DCYF, or to renew your registration.
Will admins or billing assistants be able to access the Provider Hub to manage CCAP registration?
Only authorized agents or users with delegated authority can manage CCAP information in the Provider Hub. See this article for more information.
After April 28, 2025, how can providers who have access to the Provider Hub receive their CCAP notices in the Provider Hub?
To receive notices in the Provider Hub, the provider will need to go through the registration process in the Provider Hub and submit the information to DCYF. After this is done, providers will start receiving notices in the Provider Hub.
How is my information protected in the Provider Hub?
The Provider Hub is more secure and there are fewer risks of data loss or breach during transmission than other submission options like mail, email, or fax. The Provider Hub complies with relevant National Institute of Standards and Technology (NIST) Security Standards.
Forms Submission site
Select your provider type and the action you want to take (register, renew, or submit a change). The page will identify all necessary documents and forms that you must complete.
Forms will be updated so you can complete the form and submit it to DCYF without having to print or scan the form.
When you submit materials via the site, DCYF CCAP will be notified immediately and the information you submit will be securely transferred and stored for a provider support specialist to process the request.
What is the CCAP Provider Forms Submission site?
The CCAP Provider Forms Submission site is a form submission page for providers who aren’t required to use the Provider Hub. This site will be available on April 28, 2025.

How do providers access the CCAP Provider Forms Submission site?
The CCAP Provider Forms Submission site will not be available until 4/28/2025. Once available, providers can go to the CCAP Provider Forms Submission site at https://bit.ly/CCAPforms.
Electronic Billing in MEC² PRO
If you submit all bills using MEC² PRO, no changes will occur. You will continue to receive bills in MEC² PRO.
If you currently bill some agencies using MEC² PRO and some agencies using paper bills, after 4/28/2025, MEC² will no longer generate any paper bills for you. All bills will come through MEC² PRO. You do not need to take any action for this to happen.
If you have never submitted bills using MEC² PRO, you will continue to receive paper Billing Forms.
After 4/28/2025 which CCAP agencies can I submit Billing Forms electronically with MEC² PRO?
After 4/28/2025, registered child care providers have the option to submit all Billing Forms electronically with MEC² PRO regardless of what CCAP agency manages the family’s case.
How will providers receive bills after 4/28/2025?
After 4/28/2025:
If you would like to use MEC² PRO to submit bills for CCAP, use the CCAP Provider Forms Submission site to submit a request for MEC² PRO user access.
After 4/28/2025, individuals must bill using either MEC² PRO or paper bills.
When multiple individuals submit bills for your child care program, once any individual is approved for MEC² PRO billing, all bills will be sent via MEC² PRO. Multiple individuals can be authorized to submit bills for a child care program through MEC² PRO, but each individual must complete their own User Agreement and use their own login credentials.
