New Electronic Attendance Record Requirement
Beginning June 22, 2026, the Department of Children, Youth, and Families (DCYF) will begin requiring some child care providers who receive payment from the Child Care Assistance Program (CCAP) to submit electronic attendance records. Child care providers will receive at least 90 days’ notice before the date they will be required to begin submitting their attendance records electronically.
This new requirement will be rolled out in phases. Providers who are required to begin submitting attendance electronically by June 22nd, 2026 have already received a 90-day notice.
If you have not received a notice by mail, you are not part of the first rollout group required to meet the June 22nd deadline.
All providers that receive payments from CCAP must keep and maintain attendance records as a condition of payment for the program.
Providers must:
Keep accurate, clear, and up-to-date daily attendance records at the location where child care services are provided for children receiving CCAP.
Make these attendance records available to the commissioner or county immediately when requested.
Complete attendance records each day, including the date, first and last name of each child, and their drop-off and pick-up times.
Whenever possible, the person dropping off or picking up the child should record the drop-off and pick-up times.
While these requirements are not changing, DCYF will begin requiring providers to make attendance records available to DCYF by utilizing the Enrollment & Attendance feature in the Provider Hub to maintain electronic records with the direct entry feature or by importing data from the provider’s Child Care Management System via a direct integration or bulk upload. The Enrollment & Attendance (E&A) feature in the Provider Hub is currently available to all Minnesota licensed and certified child care centers and can be used prior to when they are required to do so.
